Duale, Nyenze to give views on IEBC reforms

National Assembly top leaders are this morning expected to appear before two House committees to submit views on the proposed reconstitution of the Independent Electoral and Boundaries Commission (IEBC).

Leader of Majority in the National Assembly Aden Duale and Leader of Minority Francis Nyenze are expected to appear before the Justice and Legal Affairs Committee (JLAC) and the Constitution Implementation Oversight Committee (CIOC) which has been exploring ways of ensuring that the commission is reconstituted.

The two committees said they have given the leadership first priority to shed light on the fate of the commission before embarking on countrywide public hearings in all the 47 counties slated to commence on July 5.

The leaders are expected to not only shed light on the fate of the IEBC commissioners but also to present their views on the IEBC (Amendment) Bill 2016 that proposes major reforms in the commission including reducing the number of commissioners from eight to four members who will serve on part-time basis.

Meanwhile, the government will table the names of the select committee announced by President Uhuru Kenyatta any time from today.

The two committees are also expected to meet top leaders of political parties; the political party’s liaison committee, and religious leaders among other interested groups.

JLAC chair Samuel Chepkonga and his CIOC counterpart Njoroge Baiya said it is important for the two committees to hear the views of their leaders before embarking on the public hearings.

Last week, the two committees suspended the exercise to allow the joint select committee announced by the president to come with its terms of reference.
