Kikwete to address legislators next week

Outgoing Tanzanian president Jakaya Kikwete will become the first dignitary to address the Kenyan Parliament when he visits the country next week.

Speaker Justin Muturi informed the National Assembly of the scheduled joint sitting with the Senate on Tuesday next week, for the State Address by Kikwete who leaves office this year after serving for two terms.

Tanzania goes to polls on October 25. United States President Barack Obama could have been the first Head of State to address the eleventh Parliament but failed to do so in the last minute due to what his security details termed as a Parliament precincts not being secure.

The Standing Orders requires that, the Speaker may, in consultation with the Leader of Majority party and the Leader of Minority party, allow a visiting Head of State or other such dignitary, to address the Assembly, and may, in consultation with the Speaker of the Senate arrange for a joint sitting of Parliament for purposes of such address.

Kikwete recently described his job as “stressful and thankless” adding that he was yearning to see the end of his reign. “Two terms are enough”, he said at the Woodrow Wilson International Centre for Scholars in Washington DC early this year.

In a particularly candid moment, President Kikwete added: “After 10 years, you need to move on. It’s been 10 years since I came to this high-profile office. I was very young, just 55. But what I can tell you about this job is that it is stressful and thankless.”
