The County Government of Nairobi was yesterday at pains to explain whether 26 people assigned to Governor Evans Kidero’s office are its official employees or private staff.
The Assembly’s Public Accounts Committee raised the issue yesterday with the county government in a bid to ascertain who they were, claiming that the 26 are not confirmed as official employees.
However, appearing before the Committee, acting County Secretary, Gregory Mwakanongo defended the 26 saying they were part of the governor’s security team.
The committee heard that a letter written and signed by the suspended county secretary Lilian Ndegwa to the Public Service Board recommended the hiring of the staff.
He said the hiring was initiated from his predecessor’s office, a move the Auditor General, Edward Ouko has termed as irregular and wants the appointments revoked.
Findings of the Assembly’s PAC show that it was not clear if the staff hired were seconded to the Inspectorate Department, although Mwakanongo said the staff are under the office of the governor.
Kilimani MCA Moses Ogeto said it was important for the county government to be clear on the hiring of the 26-member security team so that they may be treated with respect.
“These men and women are not confirmed as employees of the County. If anything happened today, they will be given marching orders. We need to treat them well if indeed they are our employees,” he added.
At the same time, the city MCAs expressed anger with the County environment Chief officer, Leah Oyake whom they accused of belittling them and calling them “semi-illiterate”.
The MCAs told Mwakanongo who is also the Finance County executive member that Oyake has always disrespected them. They said she never appears before the PAC when summoned to do so, to answer to audit queries.
