Lwali denies misuse of Sh4.4m in NYS procurement

National Youth Service deputy director general Clare Lwali was yesterday slapped with two counts of corruption-related charges. She appeared before senior principal magistrate Lawrence Mugambi and denied abuse of office and willful failure to comply with the law relating to procurement.

The court heard that she used her office to improperly confer a benefit to M/S Naro Moru River Lodge for provision of accommodation and conference facilities at Sh4.4 million. The benefit was through a letter dated September 26, 2015 and was not approved by the ministerial tender committee.

Lwali was accused of willfully failing to comply with the law relating to procurement in the deal. According to the charge sheet, the money was beyond the threshold limit contrary to Public Procurement and Disposal Act 2005.

Magistrate Mugambi released her on a bond of Sh1 million with one surety of a similar amount or a cash bail of Sh600,000. Lwali joins, in court, former NYS director general Nelson Githinji, former Planning PS Peter Mangiti and 24 ministry officials charged with stealing Sh791.3 million from NYS money.
