Education Cabinet secretary Fred Matiang’i has called for a review of the textbooks distribution method under the Free Primary Education (FPE) programme. He said the move would address serious accountability issues that have been identified in the system.
The CS said the student to book ratio in most schools is about 5:1 yet the government pumps billions of shillings into schools every year.
“We should look for another way of distributing textbooks and lock out those stealing taxpayers money,” he said, adding that the pupil to book ratio should have been 1:1 if a proper method is adopted. He said the government had allocated Sh4 billion to meet this year’s examination fee for KCPE and KCSE exams for candidates in public schools slated to take place later this year.
The CS asked head teachers still holding certificates of former students to release them in line with the government directive which was recently reinforced by a circular by the Teachers Service Commission (TSC) asking head teachers to release the documents.
The CS spoke when he launched the Jomo Kenyatta Foundation (JKF) 2016 Scholarship Beneficiaries yesterday. During the launch, 75 needy students who sat examinations last year benefitted from the Sh4 million scholarship.
