Health Ministry owns up to misuse of Sh24 billion

Ministry of Health officials owned up to misusing Sh24 billion, a query which was first raised by the Auditor General.

Principal Secretary Nicholas Muraguri, appearing before the Public Accounts Committee, could not explain the source of a Sh17 billion budget advance by the ministry spent to settle workers salaries and other expenses in the 2013/14 financial year.

The amount is part of the Sh24 billion Auditor General Edward Ouko classified as excess expenditure without parliamentary approval by the ministry.

Health officials yesterday told the Public Accounts Committee that Sh17 billion was advances received from the Exchequer. The Auditor General has raised the red flag on the questionable spending of Sh66.7 billion by 17 ministries and State departments in the last financial year.

In 2014, the government asked counties to refund money they received to pay salaries for health workers.
